CA permitted/denied home fueling (Phil) areas.

The areas that are permitted by The Gas Company (and other CNG suppliers) in California are not drawn out like a map, in districts. Instead, the supply of "clean" or "dirty" CNG to homes seems quite random. As a home re-fueler I thought it would be interesting to discuss where a PHIL is permitted and where re-fueling at your home is not. I live in Santa Clarita, just north of Copper Hill Drive (91390). The Gas Company denied my application to fill up at home. If you have different information on this subject, please let me know.
