I spoke with Matt Carlile (801-536-4136) from the Division of Air Quality from the State of Utah to ask him direct questions regarding the Clean Fuel Clean Vehicle Tax. Here what I remember from that conversation:
Only EPA certified conversions or OEM conversions will qualify for the tax credit. A lot of the conversions done in Arizona from 1999 to 2001 were done under Option 3 (which allowed the kit to be installed if you could prove that it ran cleaner on CNG than on gasoline) DO NOT qualify for the tax credit. I was shocked by this. If you purchase a vehicle that was converted under Option 3, it will NOT qualify for the Utah Clean Fuel Tax Credit.
The counties (Salt Lake County especially) are kicking around the idea of when you take you vehicle in for the safety/emissions tests to get your vehicle registered, you must show your EPA certificate on your conversion or it will fail the inspection. This is not the currently happening, but they are considering the idea.
I have also heard that NGV America is talking to the EPA about not requiring the kits to be re-certified every year. If this goes through it would open up all previously certified kits and be great all around.
