    I spoke with Matt Carlile (801-536-4136) from the Division of Air Quality from the State of Utah to ask him direct questions regarding the Clean Fuel Clean Vehicle Tax. Here what I remember from that conversation:

    Only EPA certified conversions or OEM conversions will qualify for the tax credit. A lot of the conversions done in Arizona from 1999 to 2001 were done under Option 3 (which allowed the kit to be installed if you could prove that it ran cleaner on CNG than on gasoline) DO NOT qualify for the tax credit. I was shocked by this. If you purchase a vehicle that was converted under Option 3, it will NOT qualify for the Utah Clean Fuel Tax Credit.

    The counties (Salt Lake County especially) are kicking around the idea of when you take you vehicle in for the safety/emissions tests to get your vehicle registered, you must show your EPA certificate on your conversion or it will fail the inspection. This is not the currently happening, but they are considering the idea.

    I have also heard that NGV America is talking to the EPA about not requiring the kits to be re-certified every year. If this goes through it would open up all previously certified kits and be great all around.

    So I recieved a call from Matt today from the DEQ. He needs a "letter" from Ford that says that my Crown Vic was originally equipped with a CNG system to qualify for the tax credit. I'm not sure why this is a problem with Matt, even when the title and registration show Natural Gas as the fuel type.

    Now, I've only been dealing with CNG Fords for 8 months, but please tell me that he knows that the Crown Vic VIN with the 9 in the engine code designates a dedicated CNG factory produced Vic. Just like the M in an F-150 VIN is a dedicated CNG, a Z in the F-150 VIN is a bifuel and a T in the Dodge VIN is a dedicated CNG motor. If our state officials are handing out my hard earned tax money, they should know this.

    Has anyone else had this request? Also, when I file my taxes and sign and file the TC-40V, the box I check is the OEM built CNG installation. I'd get a letter from Alan Mulally, but I think he has better things to do after losing 8.7 billion in 3 months.

      I would check with Matt and see if you could drive by the Division of Air Quality and have him look at your car.

        Actually had a good talk with Matt today and got some understanding where he is coming from. Matt must have documentation to prove that the vehicle was manufactured by Ford with the CNG option. Wikipedia doesn't count. Matt received the documentation for the F150 from Champion Ford.

        Kirk Holt is the service manager at Champion and was kind enough to provide Matt with a letter explaining the VIN decode for the F150 but Matt had nothing for the Crown Vic.

        One call to Champion Ford and Adam (Kirk's right hand man) had faxed my wife and Matt a copy of the VIN decode for the Crown Vic and our tax credit was on it's way.

        Kudos to Champion Ford and Matt for making this all happen for those of us with Crown Vics. Now on to the Dodge Ram...........

          I got a tax credit on my 96 Crown Vic earlier this year w/out any sort of letter from Ford.

            I have a 1997 Crown Vic and am currently filling out the TC-40V form to apply for the tax credit. The documentation I have found indicates that the incremental cost for 1997 was $6165. Does this match what you found? And if so, what was your source?

              I got my tax credit for my 2000 Escalade and my dad got his last month for a 2000 durango converted in AZ. There is no reason you shouldn't get your tax credit if you drive a legally converted vehicle and you are burning CNG, politics beg to differ with this, but we have gotton ours without any problems.

                Just a quick reply to an old thread. I bought a 2000 Crown Vic (factory CNG) P71 Police Interceptor in early December 2011 and had the signed TC-40V form back in email by 1/5/12 with no hassles at all. I was also cleared for the HOV lane on the same day I applied. They had a back order on stickers, so I still don't turn the light green, but I'm driving solo in the HOV lane from Orem to WVC anyway, with printouts of the emails I got from the state that I was approved and the stickers were back ordered until the end of January. My Highway Patrol neighbor told me that no officer would ticket me if I produced those letters. So far I haven't even seen an officer monitoring the HOV lane, let alone ticketing people.
