Thank you for your email to Mary Nichols, Chairman of the California Air Resources Board (ARB), inquiring about the status of your alternative fuel vehicle rebate. On behalf of Chairman Nichols and the ARB, I want to thank you for your purchase of the 2009 Honda Civic GX compressed natural gas (CNG) vehicle. Very low emission vehicles like these are critical to California's goal of attaining health-based air quality standards.
As you may have guessed, California's alternative fuel vehicle incentive program, known as Fueling Alternatives (www.fuelingalts.energycenter.org) has been very popular and demand for rebates has been extremely high. As a result, funding for the Fueling Alternatives program is currently exhausted and we have established a queue for applicants awaiting a rebate. We do expect further funding to become available in January, but only for an additional 106 CNG vehicle rebates, available on a first come, first-served basis as described in section 2.3.1 of the program guidelines (available from the Fueling Alternatives website). The Fueling Alternatives program administrator has informed me that you are number 144 in the queue.
We may receive further funding in the March-April timeframe from monies made available under the legislation responsible for this program - Assembly Bill (AB) 1811. Absent AB1811 funding, you may want to check with the California Energy Commission to see if they expect to fund vehicle rebates as a result of AB 118. AB 118 is in the regulatory development phase right now and public participation and comment is welcome. The program is expected to be up and running next fall. Hi Everyone:
In the future, I would suggest calling Mary Veneables (858-244-7287) at Fueling Alternatives. Her compoany is (or was?) subcontracted by CARB to distibute the $3000 incentive. Mary sent me the form for the rebate to get the incentive and I mailed it back within one week.
I bought my new 2008 GX in May 2008, and Mary told me they they have no funding, but she recommended I call CARB. The person at CARB is Tom Cackette, Chief Deputy Director of CARB's Alternative Fuels Vehicle Incentive Program. You can find their email address and phone numbers on CARB's web site. After repeated emails and calls, a CARB staff person told me that CARB would be shifting some funds from rebates on electrical vehicles to CNG vehicles.
It took CARB a while to transfer the funds, but I spoke to Mary in July and she confirmed they had the money, and I received my $3000 shortly thereafter.
At present, I do not know how much, if any, CARB has left for the $3,000 incentive for CNG vehicles, but persistence paid off for me.

Just received my Letter of Confirmation for the CA $3,000.00 rebate. I bought my GX and filed the paperwork in the first week of August, 08. Mary confirmed that I was 26 in a stack of well over 175 applications (as of late January 09). She believed that only up to 105 applications would be funded (this round).
Anyway . . . I feel great!!!!
Now, if I only can get the FULL $4,000.00 from the Feds.

I got my confirmation letter yesterday too. I purchased my 2009 Civic GX back in September 2008 and filed my paperwork shortly after that. (I don't know where I am in the queue.) I hope the check comes faster than the 90 days they specified in the letter.
