I think you can drive in the car pool lane anytime and avoid the bridge toll only during the posted commute hours. Sorry dont know anything about the free parking.

      FALSE, only during COMMUTE hours

      TRUE

NGV can park free at all city parking meters
FALSE, city-by-city, in San Jose must be a citizen of San Jose and have bought it from San Jose dealer, for instance. Not a big factor in NorCal for most of us

NGV can park free in hotels
Case-by-Case - up to the hotel

One more note regarding the car pool lanes ... You still must display the
"clean air vehicle" sticker ($8 - DMV), and to get one, your car must be
          on the list.

The California Department of Motor Vehicles (DMV) issues Clean Air Vehicle (CAV) decals that allow vehicles meeting specified emissions standards single occupancy use of High Occupancy Vehicle (HOV or carpool) lanes. CARB establishes the official list of eligible vehicles based upon vehicle emissions.

          NGVs get the silver stickers.

You dont have to be from San Jose, just buy your car from a San Jose dealer. I bought from Stevens Creek Honda and was able to get the sticker for our car and we live in Santa Clara.

The salesman said the Honda GX may use carpool lanes to cross bridges and use the commute lane.
