Re: fueling station permits
To install a CNG station, you will usually have to get permits from the building and fire departments in the area. But you don't need those permits to apply for a grant or tax credit. Requirements for grants vary, but often you submit a proposal with a business plan or contract that shows what you plan to install and who it will serve. Tax credits are available after the station is complete.
You can find companies who build stations through your local gas utility, the Clean Cities program or the NGVAmerica.org website. I work for Trillium, a company that builds stations. If you want to discuss your ideas, send me a private message and we can chat about them.

Re: fueling station permits
I notice you are in Austin. Jennifer's sister company Pinnacle operates the public station there, located at the refuse truck refueling yard near Todd & Highway 71. Got great pressure there last week when in town for the Clean Cities Coalition CNG seminar and Alt Car Expo.
