Legal tinkering and conversion

When I return to the US I will most likely be in Kansas.
If I want to do my own conversion on a fairly new vehicle, 2000-2002.
That's past it's "useful life" so what can I legally do?
Something I read said that as long as I didn't do anything that
purposefully increased emissions that it wasn't legally tapering.

As far as the argument of modification of the emmisions system of a vehicle beyond it's so called " Useful Life " , just try getting you state DMV and smog check to buy that argument . You will find several chat rooms on the internet who discuss this, however, not here at CNGCHAT.
