Subject: FW: CA Assembly Bill 1500 - HOV Lane Access White Clean Car Stickers - Please send a letter to the Governor THIS WEEK
    To: [email protected]

    Dear Clean Vehicle Advocates

I am very happy to report that Assembly Bill 1500, authored by Ted Lieu and sponsored by CNGVC, passed out of the Legislature yesterday. We have been working on this for 18 months.
This bill now heads to the Governor’s desk as early as next Monday. Once the bill reaches the Governor’s desk he will have 12 days to act on it.

A letter of support from each of your organizations/companies would be very helpful. We need letters to be sent in THIS WEEK.

I have attached a draft support letter template. As a reminder this bill (if signed into law) will continue the White Clean Car Sticker program (HOV lane access for single occupant NGVs, BEVs, and FCVs) until January 1, 2015. Without this legislation the program will sunset at the end of 2010.

As an FYI, the CA Dept. of Motor Vehicles recently reported to us that they have issued a total of 10,000 White Stickers since 2001.

I would also appreciate you emailing or faxing me a copy too. My fax number (916) 448 7176.

If you have any questions, please do not hesitate to email or call me.

    Thank you

    Tim

Actually, I attached the form letter here too, so you don't need to follow the link.

                    Hey Curtis,

Thanks for the diligence all these years. We should also have addresses for the CC's to Assembly Member Lieu and for Michael Prosio, Secretary for Legislative Affairs. The best I could come up with for Michael Prosio was Governor's Office at the address above. For Ted Lieu:

                    Capitol Address
                    P.O. Box 942849
                    Room 3091
                    Sacramento, CA 94249-0053

                    District Address
                    500 Center Street
                    El Segundo, CA 90245

Re: CA HOV Lane - Read!

This is the letter I sent, if anyone wants some additional arguments:

I am writing to express my strong support for Assembly Bill 1500 which will allow CNG cars with white clean air permits to remain in carpool lanes until 2015. I drive a natural gas vehicle (a honda civic GX which is the cleanest commercially produced green vehicle on the market today) every day to work. I am a fervent environmentalist but nonetheless feel that many who drive CNG cars do so for the ability to ride in the carpool lane. This carpool access helps the CNG car market. Much like the early adopters of hybrids, which was exceeding popular because of the yellow stickers that will fortunately expire at the end of 2010.

Since my driving range is less than 200 miles with my CNG car, the carpool access provides a practical advantage by lessening the chance of running out of gas between stations (the stations are not widely available, there are 7 within the entire greater LA area). When a CNG vehicle "runs out of gas" it needs to be towed to a station, there is no comparable easy way to fill our tanks like our gasoline burning colleagues enjoy.

There are only about 10k cars registered with white carpool access stickers for the whole state so the burden on the carpool lane system pales in comparison to the 85k yellow stickers.

CNG vehicles are the cleanest internal combustion vehicles on the road. It is in the interests of California to keep the existing CNG vehicles on the road, and to encourage individuals to replace their existing gasoline vehicles with CNG vehicles.

The White Clean Car Sticker is a very significant incentive for people to purchase CNG vehicles. If this HOV lane incentive is removed, it will have a serious impact on the individual market for CNG vehicles in California. If the white stickers are extended I suspect that many of the current yellow sticker hybrid drivers will strongly consider purchasing CNG vehicles. On the other hand, if the white clean air stickers expire in 2011, many CNG cars that are currently operated in California will likely be sold to drivers in Utah, where there are even more significant advantages provided by their legislature to encourage green driving. As much as I love my CNG Civic, I would seriously consider selling my car to someone in Utah since losing carpool access would make my driving and low range impractical.

We need more CNG vehicles on the road not less. The HOV lane access is a practical, low cost way to keep the individual market for CNG vehicles from ending, and to encourage further innovation and development. I urge you to sign the bill to encourage more CNG vehicles. Please feel free to contact me if I can answer any questions this letter may provoke.

In addition to the template letter I included:

                              My Story:
I am a private citizen that commutes to Sacramento and I drive a Honda Civic GX Natural Gas Vehicle. I am in a carpool, but I meet people on the other side of the Benicia bridge, so I drive solo across this bridge. The carpool sticker was a significant factor in my purchase decision when I bought my car in May of 2007. The carpool sticker will be an important incentive for folks to consider these cars while the number of fueling locations and options is still underdeveloped. Extension is needed until NGV’s become more widely accepted and public fueling is widely available. It is encouraging to me to see fleet vehicle conversion by AT&T and Verizon coming on stream – but we need greater car availability and greater fueling station development – which requires more vehicles on the road. I recently had my vehicle smog tested and was amazed at the low values for HC, CO, and NO. And CO2 was about 20% less than gasoline. NGV emission reductions in particulates, HC, CO, and NO are vastly superior to hybrids and justify the continuation of clean air designation and carpool access benefits.
