GGE capacity vs water gallons

First, Merry Christmas!

I looked at the underhood sticker on my van today and noticed that it said maximum working pressure 3600 psi, water capacity 32.0 US gallons. Does that mean I'm supposed to have somewhere near 32 gge capacity? I've never gotten more than about 9 gge in it.
