    What causes such huge variations in price to users not that far apart geographically, e.g. $1.00 in Norwich, CT vs. $4.50 in Hartford, CT.?

    It depends on who supplies the natural gas and who is dispensing it. In Utah, the stations are owned by Questar Utilities and because of their monopoly, prices are regulated by the state. The station in Norwich is "Norwich Public Utilities" and I'd bet the situation is comparable to that in Utah. The station in Hartford on the other hand appears to be operated by Shell, who can change the price to whatever they want. That would be my best guess -- being on the other side of the continent and not familiar with the exact situation.
